A violent crime is still wrong even many years after the fact. Many victims are not strong enough to deal with their assailants for many year afterwards, and in some cases it is after the statute of limitations has expired. This isn't fair to the victims and there are many assailants walking around out there free. This is expecially true for marital rape, where it is difficult to prove and many females don't realise that their partner ignoring their request to stop is actually rape. The assailants also need to be able to be extradited from whichever country they are in regardless of how long ago it is.
